Files on two aspects of the council's referral program. Intergovernmental review files document requirements and procedures for local review of applications for federal support of development projects, the Metropolitan Council's role in that process from 1967 to 1987, and the decision to discontinue the process. Metropolitan significance files document the development of rules for determining whether a proposed matter is of "metropolitan significance," and thus within the council's purview, as required by Minn. Stat. 473.173.
